Hearts of Iron 4 without mods is only half the game. Mods are what keep it alive: total conversions like Kaiserreich move it into alternate history, Millennium Dawn brings it to the present day, and smaller mods simply make it more convenient. The catch: Steam Workshop is not available to everyone. Here is how to install HOI4 mods without Steam — manually, step by step, for any copy of the game: GOG, non-Steam, or when Workshop simply refuses to cooperate.

Where HOI4 mods go
Unlike RimWorld, HOI4 mods do not live in the game folder — the launcher scans your documents instead:
- Windows: C:\Users\<username>\Documents\Paradox Interactive\Hearts of Iron IV\mod
- Linux: ~/.local/share/Paradox Interactive/Hearts of Iron IV/mod
- macOS: ~/Documents/Paradox Interactive/Hearts of Iron IV/mod
- Steam Workshop downloads go to steamapps\workshop\content\394360 — the launcher does not read that folder for manual mods.
The mod folder appears after the first game launch. If it is missing, create it manually — the launcher will pick it up.
Installing a mod step by step
A typical mod archive contains a folder with the mod files (common, gfx, history…) and a .mod descriptor file. Here is the flow:
- 1Download the mod archive from a mod page and unpack it with 7-Zip or WinRAR.
- 2Inside you will find the mod folder and a .mod file with the same name.
- 3Copy both the folder and the .mod file to Documents\Paradox Interactive\Hearts of Iron IV\mod.
- 4Open the .mod file in a text editor (Notepad++) and check the path="mod/folder_name" line — it must match the folder you copied.
- 5Launch the game — the Paradox launcher will open.
- 6In the Mods tab, click 'Add mods to a playset', tick the mod and enable it.
- 7Hit Play — active mods and the new checksum appear in the bottom-left corner of the main menu.
Sometimes an archive contains only a .mod file without a folder — the mod files are inside the archive under a different name. What matters is that path= in the descriptor points to the real folder name.
Mod does not show up in the launcher — check this
- The folder and .mod file are in Documents\...\Hearts of Iron IV\mod, not in steamapps.
- The .mod file name and the folder name match, and both were copied.
- The path="mod/..." line points to an existing folder and has no leading slash.
- The file is saved as UTF-8 — plain Notepad can mangle the encoding, use Notepad++.
- The mod shows but is flagged red — open the .mod file and update supported_version="1.16.*" to your game version.
Game versions and compatibility
Major HOI4 patches regularly break mods: interface mods survive longer, total conversions take weeks to update. That is why every mod page on our site lists supported versions — check them before downloading. If the game updated but the mod has not, wait for the update or grab an older file from the mod page.
A red 'incompatible' mark in the launcher is not a verdict: often the mod still works and the author simply has not updated the version label yet.
Load order and common mistakes
Load order in HOI4 is more forgiving than in RimWorld, but one rule holds: never enable two total conversions at once — Kaiserreich and Millennium Dawn together will break the game. UI mods are compatible with almost everything. If the game crashes on start, you are usually missing a DLC the mod requires.
